A Napa man, named a fugitive last week for felony violation of his probation for cruelty to an elder or dependent adult, has been arrested.

David Allen Strachan, 56, was taken into custody Feb. 18, according to the Napa County Sheriff's Office.

Strachan was the second person listed on last week's most-wanted bulletin from Napa Valley Crime Stoppers to have been arrested, authorities said.

Rachel Jessica Bugbee, 29, was arrested Feb. 10, according to the sheriff's office. She was wanted for felony violation of probation for possession of a controlled substance.
